Το τελικό κείμενο με τις βελτιωμένες αλλαγές για τη ψήφο των Ελλήνων του εξωτερικού παρουσίασε στην Ολομέλεια της Βουλής ο Υπουργός Εσωτερικών Τάκης Θεοδωρικάκος, στη συζήτηση της αναθεώρησης του Συντάγματος στην Ολομέλεια, εκφράζοντας την πεποίθηση ότι θα διευκολύνουν το σύνολο των πολιτικών δυνάμεων να ψηφίσουν το νομοσχέδιο.
Όπως τόνισε ο κ. Θεοδωρικάκος:
-Με βάση την πρόταση αναθεώρησης, προϋπόθεση για την άσκηση του εκλογικού δικαιώματος των εκτός επικρατείας Ελλήνων είναι ο χρόνος απουσίας από τη χώρα ή η παρουσία στην Ελλάδα για ορισμένο χρόνο στο παρελθόν.
-Με την αναθεώρηση του άρθρου 54 προβλέπεται ότι ορισμένες θέσεις από τους βουλευτές Επικρατείας κάθε κόμματος να καταλαμβάνονται από Έλληνες της διασποράς. –Ακόμα καθιερώνονται μία ή περισσότερες εκλογικές περιφέρειες απόδημου Ελληνισμού.

«Κρίθηκε αναγκαίο στο άρθρο 54, που είναι αναθεωρητέο, να θωρακισθούν συνταγματικά οι προβλέψεις που θα περιληφθούν στο νόμο, το σχέδιο του οποίου συντάχθηκε με βάση τη συμφωνία της 22ας Οκτωβρίου», επεσήμανε.
Σύμφωνα με το τελικό κείμενο προτείνεται στο άρθρο 54 να προστεθεί νέα παράγραφος 4 που έχει ως ακολούθως:
«4. Με τον νόμο της παραγράφου 4 του άρθρου 51 μπορεί να τίθενται προϋποθέσεις στην άσκηση του εκλογικού δικαιώματος στον τόπο διαμονής τους από τους εκλογείς που κατοικούν έξω από την Επικράτεια, όπως αυτοπρόσωπη παρουσία σε εκλογικό τμήμα, χρόνος απουσίας από τη χώρα ή παρουσία στη χώρα για ορισμένο χρόνο στο παρελθόν. Με τον νόμο του προηγούμενου εδαφίου μπορεί να ορίζεται ότι ορισμένες θέσεις του ψηφοδελτίου επικρατείας κάθε κόμματος της παραγράφου 3 του παρόντος άρθρου καταλαμβάνονται υποχρεωτικά από απόδημους. Νόμος μπορεί να προβλέπει ότι η ψήφος των εκλογέων που ψηφίζουν σε εκλογικά τμήματα έξω από την Επικράτεια δεν προσμετράται σε συγκεκριμένη εκλογική περιφέρεια, αλλά μόνο σε επίπεδο επικρατείας. Με τον νόμο της παραγράφου 1 του παρόντος άρθρου μπορεί να καθιερώνονται μία ή περισσότερες εκλογικές περιφέρειες απόδημου Ελληνισμού, κατά παρέκκλιση της παραγράφου 2 του παρόντος άρθρου».
«Η συγκεκριμένη προσθήκη στο άρθρο 54 του Συντάγματος, γίνεται για να θωρακισθούν συνταγματικά οι περιορισμοί που θέτουν ορισμένα κόμματα σε ό,τι αφορά τις διευκολύνσεις που θα γίνονται στους εκτός επικρατείας Έλληνες να ψηφίζουν από τον τόπο κατοικίας τους. Πολλές εξ αυτών είναι δυνητικές και όχι υποχρεωτικές γιατί είναι κρίμα να γίνει το λάθος που έγινε σε προηγούμενη αναθεώρηση και να δεσμεύσουμε αμετάκλητα νέες κοινοβουλευτικές πλειοψηφίες στο μέλλον», υπογράμμισε ο κ. Θεοδωρικάκος.
«Με πράξεις, οι πολιτικές δυνάμεις της χώρας, πρέπει να δείξουμε ότι θέλουμε τη στήριξη αυτής της άλλης Ελλάδας, που ζει εκτός των συνόρων της χώρας. Και ένας τρόπος με ιδιαίτερη σημειολογική αλλά και πρακτική αξία είναι να τους διευκολύνουμε στην άσκηση του δικαιώματος που έχουν να ψηφίζουν, όσοι, βεβαίως είναι εγγεγραμμένοι στους εκλογικούς καταλόγους» τόνισε χαρακτηριστικά ο κ. Θεοδωρικάκος και πρόσθεσε:
«Το Σύνταγμα ρητώς αναγνωρίζει το δικαίωμα των εκτός επικρατείας Ελλήνων να μετέχουν στην εκλογική διαδικασία και παραπέμπει σε νόμο, ο οποίος θα τους διευκολύνει για να ψηφίζουν από τον τόπο κατοικίας τους. Νόμος, ο οποίος, για να ισχύσει, απαιτείται πλειοψηφία των 2/3 της Βουλής. Σε εμάς ανήκει η ευθύνη να δημιουργήσουμε εκείνες τις συγκλίσεις ώστε να υπάρξει η πλειοψηφία των 200 εδρών για να περάσει από τη Βουλή ο νόμος».
Ο Υπουργός Εσωτερικών, τόνισε ακόμα ότι η θέση της Νέας Δημοκρατίας παραμένει στο να ψηφίζουν από τον τόπο κατοικίας τους όλοι οι Έλληνες του εξωτερικού που είναι εγγεγραμμένοι στους εκλογικούς καταλόγους και το δικαίωμα αυτό θα έπρεπε να ασκείται μέσω της επιστολικής ψήφου.
Ωστόσο, όπως είπε, αυτή η θέση της, με βάση τους σημερινούς κοινοβουλευτικούς συσχετισμούς, δεν θα συγκέντρωνε τον απαιτούμενο αριθμό των 200 ψήφων που προβλέπει το Σύνταγμα».
«Δυστυχώς οι περιορισμοί που τέθηκαν από κόμματα δεν επιτρέπουν να κάνουν χρήση της ευεργετικής διάταξης όλοι οι εγγεγραμμένοι στους εκλογικούς καταλόγους. Όσοι δεν θα μπορέσουν να κάνουν χρήση του νόμου θα μπορούν να ασκήσουν το εκλογικό τους δικαίωμα, όπως προβλεπόταν μέχρι σήμερα, ερχόμενοι στην Ελλάδα και στις εκλογικές περιφέρειες που είναι εγγεγραμμένοι».
«Σαφώς δεν είναι αυτό που επιδιώκαμε. Πρόκειται για μια συνθήκη συμβιβασμού, η οποία όμως επιτρέπει να κάνουμε ένα σημαντικότατο πρώτο βήμα», κατέληξε ο κ. Θεοδωρικάκος.
